Thanks for getting in touch, unfortuantely thats a really tough one to answer!
All footmuffs have slightly different proportions, and only a couple of types really stand out as being "bigger" than the rest (Jane's Nest Plus footmuffs are undoubtedly the physically biggest and most padded cosy toes available).
The Red Kite cosy toes would, in our opinion be big enough for an 18 month old certainly but it really does come down to how long your little one's legs are!
